‘What can the UK learn from the Scandinavian’s approach to national resilience?’

Was at the The Emergency Services Show yesterday, and for myself and the rest of the team at D3R – (note to self must add to Linkedin profile!:))..

The most important panel discussion was the one chaired by Petra Velzeboer who was asking great questions of Minou Sadeghpour &

Peter Arnevall.

The question being raised was ‘What can the UK learn from the Scandinavian’s approach to national resilience?’

These guys we’re talking about community resilience, and from my experience of the rest of the workshops, was bang on point in their approach.

The Scandinavian mindset differs greatly from the UK’s hierarchical and bureaucratic attitude because it is both realistic, pre-emptive and egalitarian.

Scandinavian communities see the responsibility for protecting themselves and their country as both a top down and bottom up responsibility. It has a more joined up approach and as a result it is more effective.

I have experienced this personally. I was once parachuted into Denmark as part of a small four man team and our mission was to blow up a power station. It was a joint NATO exercise.

We were informed that the local, civilian population would make a call in to those responsible for defence; if we were spotted.

Our D3R team’s background spans across military Special forces, international security, intelligence and emergency services leadership and team training, frontline humanitarian work, wilderness survival training, the training of dynamic teams in business.

We’re now shifting our focus onto communities.

Why?

Because we believe this is where the biggest gap is, in our civil defence.

For those that follow geo-politics, whilst we might know there’s more to the narrative than that presented by MSMedia, the actions of world leaders is bringing us perilously close to conflict, both overt as we’re seeing in Ukraine and the Middle east and covertly as terror strikes – as Boris Johnson recently experienced.

As we can’t influence ‘those that ought not to be’ -although they try to convince us they do listen, all we have is ourselves and our communities.

Building pre-emptive resilience at the personal and community level shifts the focus from reactive survival to proactive self-governance and stability.

When systemic institutions feel distant or unresponsive, local self-reliance becomes the ultimate safety net.
